was
part
of
a
list
of
notices
advising
of
new,
updated

cancelled
notices.

November
2018,
INTERPOL
Canberra
was
advised

the
AFP
Operations
Coordination
Centre

who
was
subject
of
an
INTERPOL
Red
Notice
was
departing
Melbourne
Airport
on
a
flight
to
Bangkok.
It
appears
no
information
was
provided
from
ABF
at
that
time
that
ALARAIBI
was
the
holder
of
an
Australian
Protection
Visa.
Our
Bureau
has
been
advised
that
ALARAIBI
has
been
arrested
in
Thailand
on
the
basis
of
the
INTERPOL
Red
Notice,
and
we
have
received
an
urgent
request
from
the
INTERPOL
General
Secretariat
Office
of
Legal
Affairs,
seeking
to
confirm
if
ALARAIBI
is
an
asylum-seeker
or
has
been
granted
or
denied

enquiries

have
had
involvement
with
this
matter (including
arranging

cancel
the
Red
Notice).
We
note
that
there
has
been
a
lot
of
discussion
at
Bangkok
Post
but
there
does
not
appear
to
have
been
much
interagency
discussion
at
the
Canberra
end
so
we
are
seeking
to
close
of
that
gap.
We
would
also
like
to
look
at
what
has
occurred
with
this
matter
and
move
forward
in
rectifying
any
identified
issues
so
we
can
avoid
this
type
of
problem
into
the
future.
If
there
is
any
scope
to
meet
with
the
AFP
Head
of
the
Australian
INTERPOL
NOB
this
afternoon
(considering
the
Ministerial
interest)

comment

issue

revolves
around

(i.e.
Interpol

However,
again,

not
sure

Unfortunately,
there
appears
a
disconnect
in
answering
directly
the
questions
relating
to

role

this
creates
a
gap
in
the
narrative
that
has
already
been
picked
up
on
by
Media
outlets.
We
are
conscious
of
the
need
to
have
coordinated
media
TPs
with
a
consistent
position
from
the
Portfolio,
however
the
suggested
TPs
do
not
answer
the
questions
being
put
to
the
Portfolio.
This
is
the
previous
proposed
talking
points
rejected
by
Home
Affairs
and
their
proposed
alternative.

Australia welcomes the Thai Government’s decision to allow Mr Hakeem Alaraibi to return to
Australia
o and commends Thailand’s commitment to due process and human rights.
The people of Australia have a great affection for Thailand and the Thai people
o Australians deeply appreciate the Thai Government’s decision, allowing Mr Alaraibi to
return to his wife and his local community.
Thailand is an important and longstanding regional partner for Australia, with which we cooperate
closely on a wide range of issues and share strong people-to-people links
o Thailand is our ninth largest trading partner
o we look forward to continuing to work very closely with Thailand on a wide range of issues,
including this year in support of its role as Chair of ASEAN.
We also acknowledge the constructive dialogue we have had with Bahrain in helping to resolve this

We thank all those who have supported Mr Alaraibi during his detention, including his family and
friends, the Football Federation of Australia, FIFA, and the IOC
o we also thank Mr Alaraibi’s legal team, which had worked extensively to support his legal
case
o and the Thai immigration and prison officials who facilitated regular access for the
Australian Embassy while he was in detention.
If asked: Did Bahrain withdraw the extradition request?
This was a matter between Thailand and Bahrain, and the Australian Government doesn't propose
to comment on the details.
If asked: Has Australia received an extradition request from Bahrain for Alaraibi?
Under Australia’s Extradition Act 1988, the Attorney-General is responsible for considering any
extradition requests, which are usually conveyed through diplomatic channels.
As a matter of longstanding policy, the Australia Government does not comment on the details of its
consideration of particular cases or our communications with foreign countries regarding
extradition.
If asked: about the Australia-Bahrain bilateral extradition relationship:
Australia does not have a bilateral extradition treaty with Bahrain.
If asked: Did the Australian Government do a deal with Thailand to secure his release?
No. This was a decision by the Thai Government. Australia deeply appreciates the Thai
Government’s decision to allow Mr Alaraibi to return to Australia.
If asked: What is the Australian Government doing to ensure this situation is not repeated?
Relevant agencies are reviewing their procedures to try to ensure that this situation doesn’t happen
again.
If asked: Have we damaged the bilateral relationship with Thailand by speaking out so forcefully on this
matter?
No, Australia and Thailand enjoy a long, deep and enduring partnership. Our engagement on this
matter with all levels of the Thai Government is reflective of the deep and constructive relationship
we have.
If asked: Have we damaged the bilateral relationship with Bahrain?
No. Australia has a long-standing bilateral relationship with Bahrain, which is an important
regional security partner.
If asked: Will Australia now grant Mr Alaraibi citizenship?
I understand Mr Alaraibi was on the path to Australian citizenship, and any application will need to
be considered in the usual way.
If asked: Why didn’t the Australian Government just grant him citizenship?

All applicants for citizenship must be physically in Australia at the time their case is decided.
If asked: Did Australia issue the INTERPOL Red Notice?
No, the INTERPOL Red Notice was requested by Bahrain and issued on 8 November 2018.
INTERPOL’s ‘Policy on the Processing of Data Relating to Refugees’ requires close assessment of
any country request for a Notice should they be known to be a refugee with a presumption to refuse
the Notice request.
As soon as INTERPOL was advised of Mr Alaraibi’s status as a protected refugee by Australia, this
procedure was followed and resulted in the cancellation of the Notice within 24 hours.
Australia informed INTERPOL and the Thai Government of Mr Alaraibi’s refugee status on 29
November, and the INTERPOL Red Notice was cancelled on 30 November.
If asked: Did DFAT provide advice to Mr Alaraibi regarding his safety in travelling to Thailand?
The Department of Foreign Affairs and Trade (DFAT) did not provide assurances to Mr Alaraibi
that it was safe for him to travel to Thailand.
As a matter of standard practice, DFAT does not provide tailored or individualised travel advice.
If Asked: Did Mr Alaraibi travel on a refugee passport?
Yes, Mr Alaraibi was travelling on a Titre de Voyage passport.
